The city of Wilmington is the county seat of the New Hanover County. The city was also settled on the Cape Fear River and is just minutes away from beaches. According to the 2009 census, the city is estimated to have a population of 100,192.

One of the main attractions in Wilmington city is the North Carolina Aquarium at Fort Fisher. The aquarium is open to the public and is located in Kure Beach. The aquarium has a variety of freshwater animals such as the American alligators, albino alligators, frogs, snakes, and bass. The aquarium also has an Exotic Aquatics Display in which red lionfish and spotted scorpionfish are the main attractions.

The festival celebrates local art, the magnificent gardens in the city, and the history of Wilmington. The festival has over 300,000 visitors. The festival also provides scholarships for local students and raises approximately $28,000 each year for scholarship funding.
